distance_centroid : distance entre la préfecture et le centroïde du département,
distance_perimetre_min : distance entre le centroïde du département et le point le plus proche du périmètre du département,
distance_perimetre_max : distance entre le centroïde du département et le point le plus éloigné du périmètre du département,
coeff_eloignement : plus la valeur est proche de zéro, plus la préfecture est proche du centroïde ; plus la valeur est proche de un, plus la distance préfecture-centroïde est proche de la distance moyenne au périmètre.

Formule de calcul du coeff_eloignement :

(distance_centroid::real / ((distance_perimetre_min + distance_perimetre_max) / 2))::decimal(5,4)
